Govt of India announces unlock1, lockdown extended till June 30 for containmentzones

Central government extended the ongoing #lockdown till June 30, in containment zones, in an announcement Saturday evening. Labeling it “#unlock1”, the government said activities and institutions will be opened in phased manner outside the #containmentzones.

District authorities take the situation of Covid-19 cases and guidelines issued by ministry of health and family welfare to demarcate #containmentzones.

WHAT IT MEANS FOR CONTAINMENT ZONES

In such zones, all non-essential activities are restricted.

No movement of people in or out of these zones will be allowed, except for medical emergencies and for maintaining supply of essential goods and services.

Intensive contact tracing, house-to-house surveillance, and other clinical interventions, as required, will be carried.

WHAT IT MEANS FOR AREAS OUTSIDE #CONTAINMENT ZONES

PHASE 1: With effect from June 8, religious places of worship, hotels, restaurants, shopping malls and other hospitality services shall be opened in areas outside containment zones.

PHASE 2: About opening educational institutions like #schools, #colleges, #educational/ #training/ #coaching institutions etc, state #governments and varsity administrations, in consultation with parents, may take a decision in July, depending on situation of Covid-19 spread.

PHASE 3: Based on the assessment of the situation, dates for re-starting the following activities will be decided:

International air travel of passengers, except as permitted by MHA. #MetroRail

#Cinemahalls, #gymnasiums, #swimmingpools, entertainment parks, theatres, #bars and auditoriums, assembly halls and similar places

Social/ political/ sports/ entertainment/ academic/ cultural/ religious functions and other large congregations.

#BUFFER ZONES

Administration of states and UTs may also identify #BufferZones outside the #ContainmentZones, where new cases are more likely to occur. Within these #bufferzones, restrictions, as considered necessary may be put in place by the district authorities.

NIGHT CURFEW

#Nightcurfew continues to be in force for the entire country. Movement of individuals will be strictly prohibited, except for essential activities. However, the timings for night curfew have been changed from 7pm-7am to 9pm to 5am.

ADDITIONAL GUIDELINES

States/ UTs, based on their assessment of the situation, may prohibit certain activities outside the #containmentzones, or impose such restrictions as deemed necessary.

There shall be no restriction on inter-State and intra-State movement of persons and goods. No separate permission/ approval/ e-permit will be required for such movements. However, if a State/ UT, based on reasons of public health and its assessment of the situation, proposes to regulate movement of persons, it will give wide publicity in advance regarding the restrictions to be placed on such movement, and the related procedures to be followed.

No State/ UT shall stop the movement of any type of goods/ cargo for cross land-border trade under Treaties with neighbouring countries.

Persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years are advised to stay at home, except for essential and health purposes.

Religious places, hotels, restaurants, hospitality and shopping malls open from June 8. State and district administration are free to demarcate buffer zones and impose additional restrictions.
Phase 2 State and varsity admin to decide, as per the medical situation and in consultation with parents. Decision to be taken in July.
Phase 3 Opening of metros, cinema halls, swimming pools, social fathering for entertainment and cultural/religious purposes shall be considered depending on the situation. Date yet to be decided.
